Sustainable Energy: Clarification on rule 3.h CONSTRUCTION PARAMETERS

As per Rule 3.h "The device may include passive electronic components such as: resistors, capacitors, switches, etc. Integrated circuits, buck/boost converters, active components, etc. are not permitted."

Does MOSFET, Porentiometer, Diode etc and home made circuit on breadboard is allowed?
